Obituary

Carroll J. Bouchard, 80, died April 16, 2020 at a Fort Kent healthcare facility.  He was born on November 9, 1939 to Dr. Maxime & Wella (Deschaine) Bouchard in Fort Kent, Maine.

Carroll attended the St. Louis School and Community High School.  He graduated from the University of Maine at Fort Kent in 1960 and from the University of Maine at Farmington in 1961.  He was a high school teacher of Political Geography, Canadian History and Constitutional Law from 1961 to 1968.

He was involved with the Jaycees at the local, state and national levels.  In 1968, he joined the executive staff at the Jaycees International (JCI) Secretariat in Coral Gables, FL.  As the Director of Community Development, he traveled extensively promoting leadership training in close to 100 JCI member nations. The opportunity exposed him to national and international leaders.  After ten years, Carroll was selected as the new JCI Secretary General. During his term, JCI reached an all-time high membership of over 600,000 in over 100 countries.

In 1980, Carroll relocated to Washington, DC to continue his international development efforts.  Through four Presidential appointments, three to the Peace Corps and one to the African Development Foundation, he served as a foreign service executive officer.  He lived in Africa for six years and traveled to all African countries. His extensive travels provided many interesting challenges, including terrorist bombings and a hijacked flight.  In 1989, while serving as Peace Corps Regional Director for Africa, he valiantly fought a bout of cancer while continuing to manage 37 national programs and several hundred staff.  In 2005, he retired from foreign service.  In 2010, Carroll suffered a debilitating stroke and was well cared for at Cross Winds Residential Care Facility for numerous years. In 2019, he was transferred to Forest Hill Long Term Care Facility where he lived until the time of his death.

Of his life, he says, "What an experience – all because I was not hesitant to speak the French I learned as a child in Fort Kent!"

He is survived by his special sisters-in-law Florence Bouchard, Carmetta Bouchard and Thelma Rice, as well as numerous cousins, nieces, and nephews. He was predeceased by his parents, and siblings, Rita Bouchard, Joel Bouchard, Dr. Donald Bouchard and Joan (Bouchard) Albert.

In lieu of flowers, contributions in Carroll's memory may be made to the University of Maine of Fort Kent, 23 University Dr, or to Cross Winds Residential Care Facility, 40 Village Rd, both in Fort Kent, 04743.  A memorial service will be held at a later date.  Arrangements have been entrusted to Lajoie-Daigle Funeral Home.
